Throughout the creation of the Neighbourhood Plan, Bilbrook Parish Council has run several consultations with residents, business owners, property owners, and other stakeholders within Bilbrook, as well as statutory consultees. The surveys were promoted via this website, social media, leaflet deliveries, online forms, and in-person events. The consultations began with a Residents’ Survey in 2022, to help guide the Plan using Residents’ priorities, proceeded to consultations on aspects of individual policies, and in May 2025, the draft Plan reached Regulation 14 status, where the same stakeholders were asked to review and feed back on the draft Policies created (Results pending). In May 2025, the draft Plan reached the Regulation 14 stage, which meant consulting with all stakeholders on the plan and its policies. All households and businesses in Bilbrook received hard copy notices of the consultation. The Plan and consultation documentation were accessible online or in hard copies at specific locations and drop-in events. The Consultation was promoted on this website and Social Media. As well as local stakeholders, statutory stakeholders advised by South Staffordshire Council also received letters or emails asking for comment.
Regulation 14 Formal Consultation
The Bilbrook Neighbourhood Plan reached Regulation 14 status in May 2025. Formal Consultation took place between 27th May and 8th July 2025. All Bilbrook residents and businesses were consulted on the Draft Plan, along with Statutory Consultees. The Statutory Consultees can be seen in the following document.

Regulation 16 Formal Consultation
The Bilbrook Neighbourhood Plan moved to Regulation 16 Consultation status on 14th April 2026. The consultation closes at the end of 27th May 2026.
This consultation is run by our Local Planning Authority, South Staffordshire Council. All relevant documents can be viewed at the following link:

South Staffordshire Council is promoting the submission of representations on the plan through their dedicated ‘Engage’ platform, which can be found at:

Once the consultation is complete, South Staffordshire Council will appoint an examiner to undertake the formal plan examination.
The final stage of the Neighbourhood Plan process is a referendum, where all residents will be asked to vote on whether or not to approve the Plan. Further details of the referendum will be announced in the future.
